Safety measures for stopping the air in the face of tunneling work
the local ventilator supplying air to the tunneling face stops running due to mechanical failure or power supply failure (the time is uncertain), and the following safety measures must be observed when the air is stopped at the tunneling face:
first, the excavation head operator must immediately withdraw to the full air pressure ventilation roadway and report to the dispatching room in time, The team leader is responsible for hanging a warning sign of "no wind, no entry" at the outer opening of the single head roadway
II. After receiving the report, the control room shall clarify the reason for the air stop and immediately notify the ventilation Department or electromechanical department and other relevant units, and organize personnel to deal with the fault
III. after handling the fault and before resuming ventilation, the tile inspector must be notified to check the gas in the air stop area first. When it is confirmed that the gas concentration in the air stop area does not exceed 1% of the mechanical correction completed by the operator before it is no longer needed, or the carbon dioxide concentration does not exceed 1.5%, and the gas concentration in the air flow within 10 meters near the local ventilator and its switching location does not exceed 0.5%, the special person in charge of the workplace can start the local ventilator to restore normal ventilation
IV. when the gas concentration in the wind stop area exceeds 1.0% or the carbon dioxide concentration exceeds 1.5%, and the maximum gas concentration and carbon dioxide concentration do not exceed 3.0%, the following safety measures must be taken to control the air flow to discharge gas
1. Relevant personnel such as tile inspector, security inspector and ventilation electrician on duty must be in place. The division of labor and responsibilities must be clear before emission
2. The security inspector is responsible for the on-site safety management and supervision when discharging gas. The ventilation electrician is responsible for controlling the air volume through the local fan inlet control after starting the fan. It is strictly forbidden to "blow with one wind" when discharging gas. The ventilation electrician must obey the command of the gas inspector and supply air in strict accordance with the requirements of the gas inspector. The gas inspector is responsible for checking the concentration of gas and carbon dioxide at the place where the discharged gas is mixed with the full pressure air flow, and the concentration of gas and carbon dioxide at this place shall not exceed 1.5%
3. During the discharge process, the gas Inspector checks the concentration of gas and carbon dioxide at the full air pressure mixing place every 10 minutes. If the concentration reaches or exceeds 1.5%, he must notify the electrician to adjust the air inlet volume of the fan in time to reduce the air supply volume
4. After checking that the concentration of gas and carbon dioxide at the full air pressure mixing place has fallen below 1.0%, the tile inspector can enter the discharge roadway, and gradually detect the gas from the outside to the inside. After confirming that the gas concentration in the ventilation restored roadway airflow is not more than 1%, and the carbon dioxide concentration is not more than 1.5%, the power supply of all electrical equipment in the roadway supplied by the local ventilator can be restored manually
5. The security inspector is responsible for the implementation of the above measures
v. when the gas concentration or carbon dioxide concentration in the air stop area exceeds 3.0%, safety emission measures must be formulated first in strict accordance with the provisions of the coal mine safety regulations, and the emission can be carried out only after being approved by the chief engineer of the mine. Therefore, in view of the situation of each heading face in 2010, when the gas in the wind stop area is out of limit and accumulated due to local fan or power supply failure and other emergencies, in order to eliminate the hidden dangers in time and minimize the existence time of the hidden dangers, the following special measures for safe gas discharge of each heading face have been formulated in advance
(I). Safety measures for gas discharge in 1005 return air heading face:
1. Before gas discharge, the return air must be powered off, evacuated and on alert within the range of all tunnels. The specific operations are as follows:
a) the power supply range is mainly the power supply of the working face, and there is no electrical equipment at the return air side
b) the warning range for personnel evacuation shall be set by the ventilation department according to the location specified in this measure, and personnel shall be assigned. Assign the excavation workers on duty to set up a guard, and the assigned guard must obey the unified arrangement of the on-site commander of the ventilation Department
2. Start the local ventilator to remove the gas in the excavation head. Therefore, before starting the local ventilator, the tile inspector must check the gas in the air flow within 10 meters near the local ventilator and its switch. Only when the gas concentration does not exceed 0.5%, can the local ventilator be manually started
3. The ventilation electrician is responsible for starting the fan and adjusting the air volume. Open and improve the port layout. After starting the local fan, control the air volume by controlling the air inlet of the local fan. When discharging gas, the fan is strictly prohibited from "blowing with one wind". The ventilation electrician must obey the command of the gas inspector and adjust the air in strict accordance with the requirements of the gas inspector
4. In the process of gas discharge, the gas inspector is responsible for checking the concentration of gas and carbon dioxide at the place where the discharged gas is mixed with the full air pressure air flow. It is stipulated that the concentration of gas and carbon dioxide at the full air pressure mixing place should be checked every 10 minutes. If the concentration of gas exceeds 1% or the concentration of carbon dioxide exceeds 1.5%, the electrician must be notified to adjust the air inlet of the fan in time to reduce the air supply to control the emission
5. In the process of gas discharge, the tile inspector must inform the on-site commander of each inspection result and report the specific situation of discharge progress to the control room
6. After checking that the concentration of gas and carbon dioxide at the full air pressure mixing place is reduced to less than 1.0% and stabilized for 30 minutes, the tile inspector can first restore the normal ventilation of the local fan before entering the discharge tunnel and gradually detect the gas from the outside to the inside. At this time, the tile inspector is not allowed to act alone and must send someone to supervise. Confirm that the effective width of the restoration channel is 150mm; Effective stretching space stroke: 300mm (it can be increased as required); Test speed: 0.001~300mm/min, adjustable arbitrarily; Speed accuracy: ± 0.5%; Stroke accuracy: call to analyze all data within ± 0.5% in case of failure; Displacement accuracy: ± 0.5%; Install safety device safely: when the gas concentration in the air flow of the roadway with electronic limit protection air is not more than 1%, and the carbon dioxide concentration is not more than 1.5%, the power supply of all electrical equipment in the roadway with local fan can be manually restored
